Palm Bay covers an enormous amount of ground, most of it platted decades ago into small residential lots that were never all built on. The practical result is a city where a finished house can have vacant scrub either side of it and the next occupied home three lots down. That shapes the whole working day. Those empty lots are the local variable. Unbuilt land here is palmetto scrub over sand, and when it is dry and windy that sand travels, coating the glass on neighboring houses in a fine pale film. Lot clearing and mowing season throws up more of the same. It is gritty, so taking a dry cloth to a Palm Bay window is asking for scratches.
A few miles from the Atlantic there is also a light salt reach on an easterly, more noticeable on the eastern side of the city than the west. Add summer storms that streak the sand down a pane and lovebugs twice a year on west facing glass and the pattern is clear enough. Flood first, lift everything in water, finish clean rather than wiping.
Because unbuilt land here is scrub over loose sand, and there is nothing holding it down. On a dry windy day, or when a lot gets mowed or cleared, that sand lifts and settles on the nearest glass. It leaves a pale even film that hides in plain sight until the light hits at an angle. It is also gritty, so it should be flooded off rather than wiped, which is how scratched panes happen.
