Damp mornings mean dust lands wet and dries in place rather than blowing off, so it bonds to the glass instead of sitting loosely on it. West facing river glass shows this worse than anything, because the low sun lights up every particle.
Colorado River water is hard, and irrigation drawn from it leaves clear mineral deposits on any pane the spray reaches. On riverfront properties you often get both problems stacked: bonded dust across the upper glass and scale across the lower. They need different treatments, and doing only one is why a lot of people think their windows simply cannot come clean.
